Black Bars on Roll-Over

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2906.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. Roll over a favorite on the favorites bar
3. black bars appear

What is the expected behavior?
I expect them not to appear. 

What went wrong?
This just began a few days ago

Did this work before? Yes IDK

Chrome version: 56.0.2906.0  Channel: dev
OS Version: 10.0
Flash Version: 

Please tell me how to not have the bars

Unable to reproduce the issue on windows-7, Mac-10.11.6 and Linux Ubuntu-14.04 using chrome stable version 54.0.2840.87, latest canary 56.0.2907.0 and reported version 56.0.2906.0  with below steps
1.opened Chrome
2.Rolled over a favorites bar/Bookmark bar
Not observed black bars.
please find the attached screencast for reference and please let us know anything missed here to reproduce the issue.
