What do you see instead?
There is a directory called " " (or ' ' or \  depending on your preferred syntax...the name is literally just a space).  The directory contains an empty directory tree of what appears to be the udev build:

drwxr-xr-x. 2 root root 4096 Oct 27 00:07 / /build/samus/tmp/portage/sys-fs/udev-208-r6/image/etc/udev/hwdb.d/

This is also present on the latest dev channel build.
