DevTools shows main resource as blocked when opened.

What steps will reproduce the problem?
(1) Open garron.net (or any website) in a new tab.
(2) Open DevTools

What is the expected output?
No errors.

What do you see instead?

Console:
> Request was blocked by DevTools: "https://garron.net/".

Network:
(blocked:devtools)

I can consistently reproduce this in my three main profiles (themes, history, bookmarks, two of them logged into Chrome Sync), but not in a fresh profile.
