Improve Font Rendering

Reported by yatil...@gmail.com, Nov 1 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/602.2.14 (KHTML, like Gecko) Version/10.0.1 Safari/602.2.14

Steps to reproduce the problem:
Use an underline with a decender and underline it, for example <u>g</g>.

What is the expected behavior?
The underline breaks when the glyph has a decender, like Safari does it.

What went wrong?
The underline overlaps the decender – which obstructs the glyph.

Did this work before? N/A

Chrome version: 56.0.2906.0 Channel: canary
OS Version: OS X 10.12.1
Flash Version:

It would be good if Chrome supported more font related CSS and also have a better rendering of fonts.

Thanks for the report, the implementation for text-decoration-skip: ink is on the way.
