Add support for the "vibrate" feature in Feature Policy.

The feature has been defined already in FeaturePolicy.cpp as kVibrateFeature. It should be checked before allowing the use of navigator.vibrate.

If not allowed by policy, the call to navigator.vibrate should succeed (if it would succeed otherwise), but the device should not actually vibrate.
