Hover events don't happen after fullscreening window until the cursor leaves the window

Issue description
Chrome Version : 54.0.2840.87
URLs (if applicable) : any
Other browsers tested:
Safari: OK (9.1.2 (11601.7.7))
Firefox: OK (49.0.2)
What steps will reproduce the problem?
(1) open any tab not in fullscreen mode --> mouseover events get registered correctly (e.g. hovering over a button changes the cursor)
(2a) click green fullscreen button on top left
(2b) alternatively to 2a: put mouse cursor in Toolbar and use Ctrl+Command+F to go into fullscreen
(3) mouseover events don't get registered (e.g. cursor doesn't change when hovering over buttons and similar) until the cursor leaves the current window or enters the Toolbar and returns after
What is the expected result?
Hovering the cursor over elements in the page should act as usual (buttons highlight/cursor changes, etc)
What happens instead?
Hovering over those elements does nothing. Clicking the elements still works fine.
Please provide any additional information below. Attach a screenshot if
possible.
I'm using: MacBook Pro (Retina, 15-inch, Mid 2015), OSX ElCapitan, Version 10.11.16

Unable to reproduce the issue on MacBook Pro (Retina, 15-inch, Mid 2014), OSX ElCapitan, Version 10.11.6 and 10.12.1 using 54.0.2840.87.Able to see the mouse icon changed to pointing hand icon. Note : While trying to record the screen using Screen-O-matic the hand icon is seen as normal mouse pointer, so did not upload the screen cast.

mmhenke@ - Thanks for the screen cast. Unable to reproduce the issue in MacBook Pro (Retina, 15-inch, Mid 2014) by using chrome reported version #54.0.2840.87, chrome stable #54.0.2840.98 and latest canary #56.0.2914.3. Steps followed to reproduce the issue are as follows: ----------- 1. Opened 2 tabs i.e google.com and crbug.com not in fullscreen mode and mouseover events got registered correctly (e.g. hovering over a button changed the cursor) 2. Clicked on green fullscreen button on top left. 3. Observed that mouseover events got registered as expected. Attaching screen cast for reference. mmhenke@ - Could you please check this issue on chrome stable #54.0.2840.98 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Oh, I know why it doesn't reproduce on yours! Your mouse cursor "lands" in the address bar after you full screened. When I do it like that (meaning the not fullscreened window is close to the top of your screen), the bug doesn't show up on my machine, either! Can you reproduce when you start with a setup so that your cursor lands in the main part of the page after the fullscreening?

mmhenke@ : Well lately I found that when connected a mouse to the Mac issue is reproduced and not repro without mouse.Could you please confirm on this.

I've been using the touchpad and no mouse and this is happening. I'm sorry I don't own a mouse and therefore can't test this out with one.

Able to reproduce the issue when "Always show Toolbar in FullScreen" is not checked. This is specific to Mac OS and seen on Canary 56.0.2819.0 too.
