Consolidate iOS wait utilities

There is some overlap between the code of base/test/ios, and ios/testing/wait_util

base/test/ios/wait_util DCHECKS on timeout, while ios/testing/wait_util returns false on timeout.

Both spin, and it might be better to do something with callbacks or a quit task.
