Non - Regression: Flickering is seen on clicking change button in People settings

What steps will reproduce the problem?
(1) Sign in to user>> go to settings>> go to people>>click on change>> go to choose a file>> try to select any screenshot from Files.app>> close the overlay>> and again click on change>> and observe

Expected: Flickering should not be seen
Actual: Instead flickering is seen (Refer screen cast)

This is a Non-Regression issue as same is since M53

Issue is not applicable to Linux and Windows

I don't see the flickering in the video. I'm not sure what I'm missing. Can you provide a bit more detail of what I'm looking for?

Status: WontFix (was: Untriaged)
This sounds like a relatively minor (and long standing) issue in the old settings that is unlikely to affect the new settings (chrome://md-settings), resolving WontFix.
