chrome extension renders error after changing window size dynamically by js

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. write a chrome extension with popup.html
2. the window size of popup.html may be 200 * 200
3. change the window size to 500*500 by js
4. about 5% possibility the new window will keep the size of original 200*200, so that only part of new window can be seen

Note: my own extension has this problem, and at first I think it is my bug, but today I install the Office extension developed by Microsoft, and it has the same problem

What is the expected behavior?

What went wrong?
window size stay the same after changing the size.
Attached file is the wrong effect of microsoft Office extension, and my extension is the same with it.
You can see the lower triangle is not occur so that we can say it renders error.

Thanks for the report. I just have a few questions:

What do you mean by "change window size"? Do you mean adding/resizing content in the page or `window.resizeTo(500, 500)`

I was unable to reproduce the issue with the Microsoft Office extension, how frequently does this occur?

Do you know if this occured in previous versions of Chrome or did this only start happening recently?

I mean adding content in the page so that the size of the window changes.

It occurs not very often, but if it happens, it may occurs several times continuously. Maybe it happens in specific environment and conditions.

I don't know whether it occurred in previous versions of Chrome, because I hardly use Chrome extensions before. I found this just because now I'm developing my own extension. I can offer more information if my users meet this problem.
