Focus keeps jumping when attempting to navigate a web page

Issue description

Mode: force_next
Version: 56.0.2905.0
Reproduction Steps: 
1. Enable CVox Next.
2. Navigate to *any* website and begin to navigate down the page by using CVox+Right Arrow or CVox+Down Arrow.
3. Keep doing this until you get past the nav bar of the site to the content... on many sites, this is a heading. As an example, locate an article on CNET and navigate by heading to the beginning of the article, and attempt to navigate down the article.
Expected: I am able to navigate the page until I finish reading.
Actual: Focus jumps to the top of the page, making it impossible to read the page.

Doesn't reproduce on *any* page.

Please include the *actual* page.
Looks like this only reproduces on certain devices; likely caused by focus recovery / sequential focus setting.
Reproduction:
- ctrl+l
- this is a test
- return
- search+e
- search+right

result:
cycles back to edit text field
