What steps will reproduce the problem?
(1) Let the current user is User A
(2) Click the switch user button on the top right corner
(3) Switch to another user (User B)
(4) Show another window up for User B
(5) Back to User A's window
(6) Try to switch to User B again by using the switch user button

What is the expected output?
The User B's window which is already opened comes to front.

What do you see instead?
The window for User B goes behind the current top window.
