"FindInPageControllerTest.SearchWithinSpecialURL" is flaky on Windows

"FindInPageControllerTest.SearchWithinSpecialURL" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. I'm going to disable the test. It's been disabled on Mac for a long time as well: bug 419987.
