Switch user button sometimes obscures the maximize and minimize buttons on windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. Maybe see that the switch user button (labeled with your user name) is directly next to the close window button, over the top of the minimize and maximize buttons

What is the expected behavior?
Either that it not obscure the far more important minimize button or that it not be there at all.

What went wrong?
It makes it impossible to click on the maximize button, and almost impossible to click the minimize button

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 8.1
Flash Version: Shockwave Flash 23.0 r0

Why did you remove the ability to turn this button off? LET US TURN THAT BUTTON OFF - NO ONE WANTS THAT BUTTON

Tested the same on win10 chrome version 54.0.2840.71 by resizing the window as well - Switch user button is displayed next to the minimize button as expected

Please find the screen cast

Could you please try the same on a new profile and see if issue still exists. You can create a new profile from chrome://settings

So this problem is almost definitely intermittent. I didn't have this issue yesterday, but did have it the day before. I just created a new profile - issue persists.

After restarting my computer, this issue went away, but is now back about a week later. Chrome crashed and when I restarted it, this issue returned. I tried restarting chrome again, but it persists. I expect I'll have to restart my computer to fix this (temporarily) again.

Unable to repro the issue on Win 8 pro machine using the latest stable build # 54.0.2840.99	

Can you please upgrade to the latest stable build available and check if you are still seeing the issue ?

pucchakayala, this is an intermittent issue and I have no idea how to deterministicly cause it to happen. Are you aware of any attempted fixes to this problem between 54.0.2840.71 to 54.0.2840.99 that may have fixed it? If not, please assume this is still a bug since it has been a bug for literally years.
