`git cl upload` for Gerrit should not be asking for title

`git cl upload` asks for a patchset title when uploading a patchset to an existing CL.

It should be asking for the title because it is irrelevant in Gerrit world.

That's not expected. Please, do the same git cl upload -v -v and give me the whole log.

And actually title of patchset is a thing in Gerrit. It's not displayed yet as such, but comment with "new pachset was uploaded" will have title if any as extra text.
