[Translate] Gather better metrics on translate ranker model download failures

Issue description

The translate ranker model download metrics indicate that up to ~15% of download attempts fail (this is inclusive of recurring retry attempts).

There is insufficient visibility into the nature of these failures.

The server logs on the other end of the download request indicate that it is serving all of the requests it receives without error, so it looks like the failed requests are happening either on the client or en route to the server.

Some possibilities:

 - download attempt is initiated while offline?
 - download attempt is blocked by network/proxy/firewall?
 - DNS resolution?

Investigate and improve metrics to tell the different failure modalities apart.

I'd say that this bug is fixed. Download failures are now quite rare (0.5%).

I believe this bug predates most of the work  that was done on the model loader, and, I think, our migration to using gstatic.
