The device is "Moto G (1st Gen) (falcon_umtsds)". User reports that, after clear cache, he can access site settings but have to wait for a long time until it can opened.

Tested in chrome # 61.0.3163.98 on Android 7.1.2 Pixel XL Build/N2G48E and not able to reproduce the issue. @zac/hongchichang: Could you please provide an update by testing the issue on Latest Stable# 61.0.3163.98 and also a screen cast would be helpful for us to triage further. Thanks in Advance.
