Flash SWF file loaded from omnibox fails to play

Issue description

Chrome Version       : 54.0.2840.71 m
URLs (if applicable) : http://test.planetbids.com/DownloadTest.swf
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: Not tested.
    Firefox: OK 49.0.2
       Edge: OK 38.14393.0.0

What steps will reproduce the problem?
(1) Load the above URL via the omnibox (address bar).

What is the expected result?
The Flash SWF file should load and play.

What happens instead?
The tab flashes black and then stays white.

Please provide any additional information below. Attach a screenshot if
possible.
Loading the above SWF file by clicking on a href link instead of navigating via the omnibox causes it to play as expected. For example:

Loading via the address bar works as expected in Firefox and Edge.

I tried to test with current Canary (56.0.2905.0) but chrome://plugins/ is crashing and I can't verify that Flash is actually enabled in that build.
 
Playback also fails if you right-click on the SWF link and select "Open link in new tab"

Able to reproduce the issue on win chrome version 54.0.2840.71 Beta 55.0.2883.28 and dev 56.0.2902.0 - Page remains white

However i am unable to reproduce the issue on latest canary 56.0.2905.0 - Pasting the above URL in the address bar the swf file starts download and a warning message "This file can harm your computer.Do you want to keep anyway" with Keep and discard buttons displayed.

marshall@, Could you please recheck on latest canary and update the thread. Also please let me know if a reverse bisect is needed in this case
Updating to canary 56.0.2906.0 fixed the chrome://plugins/ crash for me. However, it looks like Flash is disabled by default in canary because it includes an older version (canary has Flash version 22.0.0.192, stable has Flash version 23.0.0.205).

With Flash disabled via chrome://plugins/ I see the download behavior that you describe in both stable and canary. So, I think we should focus on the incorrect behavior ("tab flashes black and then stays white") when Flash is up-to-date and enabled.

It could be difficult to bisect this issue using the bundled Flash player since older Chrome versions likely have older Flash versions, and those older Flash versions might then be disabled by default.
