Child layout position wrong in foreign object

What steps will reproduce the problem?
(1) Visit http://jsbin.com/teyuci
(2) Both orange boxes should have the same y value.

Very similar to  issue 226805 ? (Margin collapsing on fO boundary.)

I think that may be the same bug, nice find! I will merge if it ends up being so.

For now, marking as a blocker to 510819 because fixing that exposes this bug in several tests.
