Developer Registration page crash

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. I was asked to pay the initial $5 developer fee. My credit card was declined. Although I use it for other payments.
2. The next time I try to publish it takes me to a page given in the url.
3. That page is broken or crashed with no action button. I cannot pay and publish my extension.

What is the expected behavior?

What went wrong?
I need to publish my chrome extension but the page is broken or crashed with no action button. Following errors are appearing in the console:

about_signup:22 Uncaught TypeError: cx.SignupFeeStatusUpdater is not a constructor(anonymous function) @ about_signup:22
about_signup:26 Uncaught ReferenceError: google is not defined

A lot of time has been wasted trying with different accounts but the same thing happened with them. If there is a manual method to pay the fee, then please share the details how may I do that.

The signup fee status is PENDING, once it's resolved the developer should be able to pay again.
FYI It is not pending, it was declined. Now I want to pay again, but as you can see on the screen that there is no way to do that due to the bug. Please fix that as soon as possible.
