Font fallback fails on Devangari and Gothic scripts

Issue description

Version: 54
OS: 10.11 (not Sierra, perhaps is fixed there)

What steps will reproduce the problem?
Devangari:
data:text/html;charset=utf8,%DE%82%DE%AE%DE%88%DE%AC%DE%89%DE%B0%DE%84%DE%A6%DE%83%DE%AA

Gothic:
data:text/html;charset=utf8,%F0%90%8D%86%F0%90%8D%82%F0%90%8C%BF%F0%90%8C%BC%F0%90%8C%B0

What is the expected output?
To see at least some tufo on Devangari snippet and same rendering with Safari on Gothic text.

What do you see instead?
Blank page.

Drott, would you mind looking into this when you get a chance? Looks like a problem with fallback.

I tried briefly on M55 and could not reproduce. I'd need a bit more time to see if that applies to 54.

It happens here with 56 also so it (attached screenshot is with the second test)

Summary: Font fallback fails on Devangari and Gothic scripts (was: Complete text disapperance on Devangari and Gothic on Mac)
OK. Just have updated to macOS Sierra, the issue apparently was because of installing "Adobe Blank" (yes, very sorry), but it was indicating a real issue anyway, I am getting tufo a suitable font does exists and it is being rendered correctly on the UI, so why Blink is not getting it? Also it worth to be mentioned that Safari is OK on this but Firefox isn't.

Still retros on Chrome 59 and works fine on Safari, can you have another look?
