Fix focus navigation for nested fallback slots case |

Issue descriptionWhile focus navigation for nested slots is fixed in issue 618587 , nested fallback slots case is not fixed yet, as it uses different code path. As the fallback slot case is usually rare (not useful), the priority is low and issue is separated from issue 618587 .
