What steps will reproduce the problem?
1. Download a file as the primary session user
2. Login to a secondary session user.
3. Attempt to access the files downloaded in 1.
What is the expected result?
There should be some way of allowing access to files to other signed-in users.
What happens instead of that?
There is no way, short of sharing them via an online file-sharing system (e.g. Google Drive, Dropbox etc.)
Context - I use a fair amount of testing in multiple Gmail/GSuite (formerly Google Apps) accounts. I often need to exchange files between these accounts. On other systems (e.g. OSX, Linux, Windows), I just use Chrome's multi-profile support, and save the files in my home-directory.
Even without this, I could still use shared temporary directories (e.g. /tmp), or the Shared area in Windows.
It would be useful if there was a similar shared area in ChromeOS, to allow different signed-in users to share files (or in my case, the same user to share files).

The Ctrl+C/Ctrl+V seems like the best workaround for now =). Drive isn't so suitable for a few reasons: * There seems to be a fair degree of latency when syncing files, and even to a degree with some actions (e.g. pulling up Sharing dialog). These are often just small ephemeral files (e.g. HAR captures, screenshots, PDFs exported from Google Drive) that I'm attaching to bugs etc. * In some cases, we want to avoid passing the file through Google Drive infrastructure/processing. Now, admittedly, we could zip it up before uploading - but there doesn't seem to be an in-built way in ChromeOS to zip files up either. * In other cases, it's not even an option - customers do not want us to share these files with other accounts and have disallowed it. (But obviously we're OK to download the files to our local workstation, and share onto a bug etc.) I'd still love an explicit Shared download area, to avoid these sorts of gymnastics between accounts/Files. But of course, I understand our use case may not be the target audience. Are people juggling between several Google accounts (e.g. Developers, Software Testers etc.) something we are targeting heavily? (Or to a lesser degree, people just separating work/personal - although I can see why a heavier separation between those is OK).
