Allow custom keyboard shortcuts on ChromeOS

What steps will reproduce the problem?
(1) Go to Settings, and go to Keyboard Settings
(2) Click on the "Customise keyboard shortcuts" link
(3) Try to find a place to customise your shortcuts =).

What is the expected output?
A dialog will appear allowing you to customise your keyboard shortcuts.

What do you see instead?
No such link appears.

Please use labels and text to provide additional information.

It would be desirable if ChromeOS allowed you to customise the keyboard shortcuts for common functionality in ChromeOS.

Currently, the keyboard shortcuts for ChromeOS are somewhat inconsistent with Chrome on other platforms (e.g. OSX, Windows).

By allowing some degree of customisability, we could ease the transition for people switching from those platforms (or for those who need to use both platforms on a regular basis). Or create new shortcuts to launch

An example - OSX let's you use Command + Option + Left/Right arrow to cycle through tabs.

On ChromeOS, the equivalent shortcut is Ctrl + Tab, and Ctrl + Shift + Tab.

These shortcuts are of course nothing alike.

It would be quite useful if say, you could set Ctrl + Alt + Left/Right arrow as the shortcuts to cycle through tabs on ChromeOS, as it would reduce the mental load every time switching between the platforms.

Secondly, custom shortcuts is a useful productivity aid, as it allows people to use otherwise unused keyboard combinations to launch apps, perform system tasks etc.

One note to consider in design: please consider interaction with the key shortcuts configuration UI and API that's part of the extensions API. https://developer.chrome.com/extensions/commands
As a Mac User currently evaluating a Chromebook, the one thing that will make me go back to a Macbook are missing shortcuts like ctrl + e, ctrl + a, ctrl + k, ctrl + d etc that I am so used to on MacOs for moving around in and editing text. If you decide to implement custom shortcuts, I hope you copy text field behaviour from MacOs 100%.
