Nit - Async loading in the Android UI notification doesn't follow redirects |

Issue descriptionVersion: 56.0.2905.0 OS: Android For example, I go to google.com, search for home prices in Kirkland. I long press a link to an article from zillow.com an opt to save it later. In Chrome "zillow.com" appears in both Downloads and in the url bar of the offline copy. However the Android notification for the download still shows that I download a page "google.com" because the link initially goes to a google.com (with a lot of query params) before getting redirected to the source. What steps will reproduce the problem? (1) Open Chrome with offline pages enabled (2) Visit google.com and search for "Kirkland home prices" (3) Long press on the top result (usually zillow.com), and save for later (4) Notice the url in the Android notification. What is the expected output? The Android notification will be for zillow.com What do you see instead? The Android notification is for google.com Please use labels and text to provide additional information.

(Tal): I think my preference would be to update the string in the notification when it moves to the "complete" state as this would 1. Ensure we only change the string once 2. More accurately reflect what the page will be called in the download home as well

Alternate steps to repro: * Go into airplane mode * Navigate to https://goo.gl/TU3Jh * Save Page Later * Go back online.

This doesn't reproduce when clickcing "Download Link" on https://goo.gl/TU3Jh I assume the download subsystem handles redirects before switching over to Offline Pages.
