HTTP/2 on localhost does not load anything

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. run a local HTTP/2 server (I'm using node w/ spdy module) with a valid Let's Encrypt cert for some domain
2. point your /etc/hosts to route the domain to 127.0.0.1
3. try to load the https://domain.com url

What is the expected behavior?
The request should go through to the server, and the browser should load the page.

Or, if there is an problem with establishing, an error page should show appear.

What went wrong?
Absolutely nothing happens in the UI.

The browser appears to not load anything, and there is no error. Navigation stays on the current page. I found nothing interesting in chrome://net-internals.

Using curl to request the exact same url works perfectly fine, as do other browsers. This regressed sometime in the Chrome 54 timeframe.

Chrome version: 54.0.2840.71  Channel: stable
OS Version: OS X 10.11.6

Also, no requests are made to the server. It looks like the browser is silently bailing out of making the connection in this case.

Not sure what's going on, I see a few HTTP2_SESSIONS, but it looks like the all receive GOAWAY.  Perhaps your server is failing?

This is possibly the same as  issue 647245 .  Could you please update your server, and report back if the problem persists?
