Chrome for Android doesn't use 192px icon for home screen

Reported by chem...@gmail.com, Oct 30 2016

Issue description

Steps to reproduce the problem:
1. On Android, open the testcase index.html in Chrome (or try https://pocketrn.rejh.nl which is the full version of the project I'm working on)
2. Add it to the homescreen
3. Go to the homescreen.
4. The icon is lower res than it should be

What is the expected behavior?
A high res icon. In my case (moto x 2014, 1080p screen with xxhdpi density) the 144px version

What went wrong?
Chrome somehow picked the wrong image because it looks blurry when compared to other, native app icons. See screenshot for an example (the issue is with the right-most icon for 'Pocketr')

Did this work before? N/A

Does this work in other browsers? N/A

Chrome version: 54.0.2840.68 Channel: stable

Used two different android devices and could not repro with latest Stable release.
Please provide specific device name used to repro this issue.
Thanks.

Thanks for checking it out. I'm seeing this on Moto X 2nd gen (xxhdpi i think?) running android 6.0.0 and Nexus 7. Both run Nova Launcher, this may be related?

Tested on Moto x 2nd Gen using Nova launcher and Chrome Stable '54.0.2840.85' from playstore and could not repro.

Sending to Dominick for potentially manifest related behavior.
This is possibly related to crbug.com/612028. There's a number of constraints involved in picking an image that we should try and unify.
