Printing: "Background graphics" option ignored unless "Selection only" is checked

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Click "Print..." in the menu
2. Check "Background graphics"

What is the expected behavior?
The preview shows CSS backgrounds

What went wrong?
The preview does not show CSS backgrounds

Did this work before? N/A 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: OS X 10.10.5
Flash Version: Shockwave Flash 23.0 r0

The code seems to disable background printing when PrepareFrameAndViewForPrint ::owns_web_view_ is false.

owns_web_view_ is set to true when the view has been copied. Copying seems to happen when "selection only" is checked.

Can you provide an example website?

http://www.w3schools.com/CSSref/tryit.asp?filename=trycss_background-image seems to work fine for me.

hi, arnaud.lb@, I think I didn't understand your problem correctly. Whether to print background has nothing to do with owns_web_view_. 

If you checked "Background graphics" on print preview panel, the background should showed up in print preview as well as the printed results.

To help us pinpoint the problem, could you pls share the document or website which doesn't print correctly? thanks.
