ec: Support 8042 or mkbp without keyscan task

We may soon want to build a board without a keyscan task, with mkbp (probably) or 8042 (probably not) just for button handling. But, we have dependencies in keyboard_mkbp (and possibly keyboard_8042) on the keyscan task. Let's remove these dependencies and ensure these KB protocols can operate without a keyscan task.
