url() in CSS variable sometimes doesn't work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.10; rv:49.0) Gecko/20100101 Firefox/49.0

Steps to reproduce the problem:
Extract the zip file and open the html file

What is the expected behavior?
The page should be green.

What went wrong?
The page is red. The green image is not displayed as expected.

Does this work in other browsers? Yes

Chrome version: 56.0.2904.0 (正式版本) canary (64 位)  Channel: n/a

I guess the issue is that, relative url in url() doesn't work with variable.
FWIW, Firefox 49 has a different bug which leads to showing red in the first load, but refreshing the page would bring the correct rendering. That bug seems to have been fixed in later versions. Safari seems to work well with this testcase.
It looks like Blink just cannot handle url() with relative url in property with variable. So if you have something like
> background: url(xxx.png) var(--theme-color);
the image would not be displayed either.
