FWIW, Firefox 49 has a different bug which leads to showing red in the first load, but refreshing the page would bring the correct rendering. That bug seems to have been fixed in later versions. Safari seems to work well with this testcase.

It looks like Blink just cannot handle url() with relative url in property with variable. So if you have something like > background: url(xxx.png) var(--theme-color); the image would not be displayed either.
