Issue description
Chrome Version :54.0.2840.71 <Copy from: 'about:version'>

What steps will reproduce the problem?

What is the expected result?
When i test browse the above url it redirects me to a broken link
What happens instead?
This could be related to compalibilty codes in the browser

I see a successful browse to the URL, which redirects and then displays an 807 byte gif. I note that the gif is sent with these cache tags: Expires: Thu, 19 Nov 1981 08:52:00 GMT Cache-Control: no-store, no-cache, must-revalidate, post-check=0, pre-check=0 Pragma: no-cache Then I see some devtools activity. Then Chrome attempts to reload the gif with ONLY_FROM_CACHE flag which fails with ERR_CACHE_MISS. What did you do with devtools? Any idea how you prompted the ONLY_FROM_CACHE load? did you switch to offline mode or do a back/forwards navigation?
