If Google Play Music is open, Mac Pro never goes to sleep

Issue description

Version: 54.0.2840.71
OS: Mac OS X

What steps will reproduce the problem?
(1) Log in to Google
(2) Open a tab to Google Play Music
(3) Run pmset -g assertions, see that Chrome has a prevent sleep assertion called "WebRTC has active PeerConnections"

I have the Google Play Music for Chrome Chrome App installed (id fahmaaghhglfmonjliepjlchgpgfmobi) , but even if I disable that and refresh the tab, the assertion is still held.

I tried logging into Google Play Music on Canary, but never got it to hold an assertion (unless audio was playing, which is correct).

Adding WebRTC label since that's explicitly listed in the assertion.

This looks like a duplicate of  crbug.com/612294 , which I forgot to look at months ago. Will try to work on it in the coming days.
