Continue where you left off disabled although when I open it again it.. continues where I left off

Chrome Version       : 56.0.2902.0 (Official Build) dev (64-bit)

Other browsers tested: n/a

What steps will reproduce the problem?
(1) ALT-F4, close chrome
(2) open chrome
(3)

What is the expected result?
Chrome opens with the new tab page


What happens instead?
Chrome opens my previous session as if I had "Continue where you left off" enabled

Please provide any additional information below. Attach a screenshot if
possible.

Tested in chrome reported version #56.0.2902.0 and Stable # 54.0.2840.87 on win 10.0,MAC 10.11.6 & Ubuntu 14.04 and not able to reproduce the issue.Could you please create a new profile without extensions and re-check let us know the behavior.

If possible, provide us with a screen cast of the issue which would help us to triage the issue further.
