Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. ctrl+shit+n

What is the expected behavior?
Open window in the same instance of chromium.

What went wrong?
Windows are opened apart.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: debian 8.2
Flash Version: Shockwave Flash 22.0 r0

I'm joining to the answer at Sep 29 2014 within 408950 issue . 
What is the problem to reproduce? Press ctrl+shift+n and enjoy :)
I don't understand why needs to split tabs in various modes. 
This is a result of or bad programmers or good laziness.

I want to group all free windows inside the one instance of chromium. How can i do it inluding the Incognito & the none-incognito windows?
 
Status: WontFix (was: Unconfirmed)
This is not a bug, and is working as intended.  ctrl+shift+n opens a new incognito window.

Normal tabs and incognito tabs cannot be joined into one browser window
