What steps will reproduce the problem?
(1) Change UI language to RU
(2) Enable ChromeVox
(3) Change keyboard focus somewhere

What is the expected output?
Voice announcements are in the same language (RU)

What do you see instead?
Voice announcements sound in German even though the system UI (including ChromeVox text line) is shown in Ru.
