I'm not sure if this is a good idea, but....

I'd like to make sure we run all chromite tests for every chromite CL. We normally don't run the "--network" tests on the builders, and doing so on a large number of slaves in parallel would be a waste.

However, we could create a PreCQ builder that runs the full test suite and trigger it for all chromite changes.
