Add GPU frequency and temperature data to chrome://power

Issue description

chrome://power shows pretty graphs for battery depletion, cpu idle and cpu frequency.

It would be nice to also show GPU frequency and utilization.

I think it might also be nice to show system temperature data, since temperature should be correlated with power consumption, and thermal throttling actually caps max acheivable cpu/gpu freqs.
