Fix CloudtailAPIFailuresHigh alerts - add ticket-based and tune page-based |

Issue descriptionAfter discussing this page: https://outalator.corp.google.com/#Escalator:m24b352c14800002a We want to try changing this so that after an hour, CloudtailAPIFailuresHigh creates a ticket instead of firing a page. However, after 12h, a page should be sent to the on-duty trooper. I believe that means we have to create another alert and just downgrade the existing one.

I think we can drop this back down to 2 at this point. If it needs to be pri-1 we should have an owner.

Moved to Infra>SDK since this is a service specific alert update. Added label "Ops-AddMonitoring" to track monitoring tasks over services.
