Top chrome doesn't display when fullscreening a YouTube video |

Issue descriptionVersion: 55.0.2883.28 beta OS: 10.12.1 0. Set "always show toolbar in fullscreen" to off 1. Open a new window 2. Go to https://www.youtube.com/watch?v=tLvmI9IG5FI 3. Play video 4. Click the in-content fullscreen button on the video 5. Move mouse to menubar expected: - top chrome (tab strip and omnibox) and menubar display actual: - only menubar displays - when you move the mouse away, the menubar hides and the omnibox (not the tab strip) is visible for half a second, then it too disappears. The only way to interact with the omnibox or the tab strip in this OS Space is to exit playing the video, which is annoying.

The part about the omnibox being visible while the menu bar animates out sounds strange, but I can't really reproduce it. pinkerton@ - would you please make a screen grab movie of the issue? I wasn't sure QuickTime Player would capture the transition to fullscreen and the fullscreen content but it looks like it does.

Reopening to deal with omnibox visibility when menu goes away. Attached is a movie. Regarding the visibility, I guess the best way to address this is to fix the issue where content fullscreen takes the entire window fullscreen. That way there are no other tabs to deal with.

This is something I'll fix as part of the fullscreen refactor since I'm going to make some changes in how the layout gets calculated
