6.1% improvement in v8 at 39498:39502

In the revision range https://chromium.googlesource.com/v8/v8/+log/d5dcce33bf2140f97055c91aa2dc4e87c7a9d668..48faea070fa883d1e08dd8cfcb335690c9842864 a lot of websites improved by reducing their parsing work.

This was caused by https://codereview.chromium.org/2342133003 which disabled eager parsing with --allow-natives-syntax which is used by our runtime stats scripts.
