Remove old dialog strings for enterprise sign-in

This bug tracks a TODO from the resource files:
IDS_ENTERPRISE_..._NEW_STYLE string IDs were added for a dialog, which should ultimately replace an old one. Once the old one is replaced, the _NEW_STYLE suffix should be dropped.

The TODO was assigned to a developer who left Chromium, so tracking this as a bug seems a better option.

Adding a bunch of components, with the home that at least some are relevant.

Associate some TODOs for strings to a bug instead of a person

The TODOs are associated to dconnelly@, who left Chromium.

This CL changes the association to a common bug.
