Firewall prompt on start due to media router extension

Issue description

Version: 56.0.2903.0 canary (64-bit)
OS: Windows 7

What steps will reproduce the problem?
(1) Reset firewall rules ("netsh firewall reset") or manually remove all firewall inbound rules for Chrome in Windows Firewall Manager
(2) Start Chrome


What is the expected output?
No firewall prompt


What do you see instead?
Firewall prompt shown on Chrome start


There was a fix made for this issues in https://codereview.chromium.org/1821823002 which notifies Media Router extension when if it's OK to trigger cast device discovery. Either that was never handled by the extension or it has regressed because it seems that now extension triggers MDNS on start rather than on showing the cast dialog

Do note that Chrome automatically adds firewall exception for MDNS traffic on install so this bug only triggers if that rule doesn't exist. That's why it's necessary to reset firewall rules to test this.

When you repro this did you also make sure to test with a clean profile
directory?
I've tried again on both dirty and clean profile.

- I get prompt on start in dirty profile.
- I don't get the prompt on start in clean profile. Not even after invoking Cast... option and showing the cast dialog.

Is there reasonably explanation for that? :)
I suppose is more aggressive with discovering when it assumes that firewall prompt was already shown at least once? I guess it makes sense.

Chrome stores the set of events that each extension currently has interest
in, so that when Chrome restarts it needn't start up event-pages until a
relevant event actually occurs. So once you have run Media Router and it
has enabled mDNS, Chrome will always listen on mDNS on startup, even if
you've reset Media Router not to, unless Media Router actually runs and
tells Chrome it's no longer interested.

David, can you verify the behavior of the firewall prompt on Windows with a clean profile?  To be clear it should not show on Chrome startup but is expected to when you open up the MR dialog.
I tested on Win 7, Win 8, and Win 10, with Chrome Canary, and the firewall prompt displayed when MR dialog opened on each. Not when Chrome was opened.
