Non Regression: Unwanted scrollbar is seen in accessibility section of ubertray in veyron-jerry device.

Issue description

Version: 56.0.2900.0/8940.0.0 dev-channel veyron_jerry
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB stick>>After successful installation click on Uber tray (2)Select 'Accessibility' option and Observe unwanted scrollbar. (Please refer screen shot)

Expected: No such unwanted scrollbar should be seen in accessibility section of uber tray.
Actual:Instead unwanted scrollbar is seen.

This is Non regression issue as it is also seen in M53.

Note: Issue is not applicable to Linux and Windows.

This seems like it is unfortunate but working as intended. We calculate the size of the system menu based on the number of rows displayed at the top-level, and all of the detailed views show their contents within that area. In this case the top-level view is just slightly shorter than the amount of space needed for the a11y detailed view.

MD System menu is launching soon and will hopefully address this, though we are keeping similar sizing logic so it is still possible.
