Issues in character combinations

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. I showed my web page using a custom font.
2. After updating chrome, Korean letters are not combined.
For example, '가다' is shown as "ㄱㅏㄷㅏ", "먹다" is shown as "ㅁㅓㄱㄷㅏ".

What is the expected behavior?

What went wrong?
Our font does not support completion for Korean, only it supports Combination. It contains only "Hangul Jamo" And "Hangul Compatibility Jamo" Unicode in the area, not "Hangul Syllables". 

Did this work before? N/A 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0
