Preconnect throbber invisible in background tabs on Win 7 |

Issue descriptionThe "preconnect" (slow grey) throbber is invisible in background tabs on my Win 7 box. Screenshot attached. That blank spot is where the throbber is. (This will vary on other versions of Windows because of differences in how the tabstrip and window frame are rendered; in Win 7 Aero, background tabs are semitransparent, and my desktop background is black, so this is the net appearance.) I think maybe we're drawing this as a specific fully-opaque grey instead of picking a contrasting (possibly semi-transparent?) color. So if the tab background happens to be that color you're screwed. +CC estade since he originally did the programmatic throbber.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
