Regression: AppRTC H264 loopback/p2p call video is extremely blotchy |

Issue descriptionVersion: M56 Canary 56.0.2902.0 OS: Win, Linux What steps will reproduce the problem? (1) Start a H264 apprtc loopback call https://appr.tc/?debug=loopback&vsc=h264 (2) Once the call is established, check the codec type in the call info overlay, accessed via keyboard shortcut āiā. (3) Make some movements over the camera What is the expected output? The video should not be blotchy What do you see instead? Extremely blotchy video. Attached screenshot Please use labels and text to provide additional information. 1. This issue was not seen in M56 Canary 56.0.2900.0 2. This issue no longer happens in M56 Canary 56.0.2907.0 in Win 7, 10, Linux The revert of Roll OpenH264 from v1.4.1 to v1.6.0 (patchset #5 id:80001 of https://codereview.chromium.org/2440143002/ ) - https://bugs.chromium.org/p/chromium/issues/detail?id=614970#c13 seemed to have fixed this
