Convert BrokerableAttachment::AttachmentId to base::UnguessableToken

base::UnguessableToken landed as part of 643857.

BrokerableAttachement::AttachmentId uses a 128bit nonce and has its own serialization logic, which is now duplicate code in regards to the functionnality that UnguesssableToken offers.

This change tracks updating AttachmentId to use base::UnguessableToken
