Similar to  http://crbug.com/660095 , but we want to be able to login even if the user has no network access and cannot complete the normal oauth 2.0 flow.

Additionally, it would be nice if you could specify being an admin or not.

One idea is to configure the dev server to use a fake client_id like "admin" or "user" and have auth-signin intercept that with meaningless auth_headers/user name and permissions.
