[toolchain-utils] page_cycler tests need special handling

Issue description

page_cycler_v2.typical_25 cannot be run locally on some boards, and it takes FAR too long to run for as many iterations & retries as we are doing.
(Some testers are taking nearly 24 hours just to run the page_cycler_v2.typical_25 test).

This test needs special handling in the nightly testers.  In particular it should:
  - only run for 2 iterations per image, not 3
  - should do 0 retries (retries take WAY too long!)
  - should not be run locally (the default) as that does not work for some
    boards
