The tool that looks for the rotating tester buildbot logs is not looking in the correct builder any more (they moved from 'etc' to 'gcc_toolchain' and 'llvm_toolchain'.  It also incorrectly dies if their build_status is non-zero.  That is the correct behavior for the performance testers (which do not run HWTests) but it is incorrect for the rotating testers, since a HWTest failure should not be a fatal error here.
