Image rendering broken on specific devices

Issue descriptionSteps to reproduce the problem: Issue only repros in the Android WebView, not in the browser. Create a minimal app that only hosts a WebView and load the attached HTML. I could only repro this on a Galaxy S5 Mini (SM-G800F, https://en.wikipedia.org/wiki/Samsung_Galaxy_S5_Mini). On a Galaxy Light (which has the same chipset), it does not repro. When reverting back to the stock Android Web View, the issue does not repro. This issue did repro on the previous web view version as well (53.0.2785.124) What is the expected behavior? Image renders correctly What went wrong? Image renders random buffers (see screenshot) Did this work before? Yes Definitely 46.0.2490.76 (the stock version on this device), most probably 52.x Does this work in other browsers? Yes Chrome version: 54.0.2840.68 Channel: stable OS Version: 5.1.1 Flash Version: n/a

Also adding codecs component, as this may be a decode problem (either that or memory corruption problem). michael@, do you have any way to try a different S5 Mini just to rule out some problem on the specific device.

I have reproduced on S5 mini here SM-G800F, didn't see this happen on another phone here with same gpu (Android One). Can confirm it fails on 52.0.2743.98 and works on 51.0.2704.85, will bisect further in the morning. Attached test apk with index.html per op.
